Mr Patsy McGlone (Mid Ulster): To ask the Minister for Infrastructure, regarding the February 2025 Deloitte report on its investigation of alleged contract fraud within NI Water, to detail the reason why a process map for the awarding of C3 remedial repair contracts by NI Water did not exist prior to November 2023.
Minister for Infrastructure: The issue you have raised is an operational matter for NI Water; however, I have sought the required information.
NI Water has informed my Department that, prior to November 2023, NI Water awarded C3 remedial repair contracts in line with established general practice that had evolved over time, rather than through formally documented processes.
This approach was informed by operational effectiveness, value for money, and resource availability. A formal process map aligned with the established process was subsequently developed in response to a contractor query, to provide greater clarity and transparency.
