Mr Patsy McGlone (Mid Ulster): To ask the Minister for Infrastructure, pursuant to AQW 48100/22-27, to detail, for each month since commencement of Contract C1247 Lot one (i) the monthly KPI 1 target; (ii) the number of sites which failed KPI 1; (iii) each site to which the contractual Service Credit of £50 per site, per week, until completion was applied; (iv) the number of weeks for which service credits accrued at each site; (v) any service credit calculation used; (vi) any service credits calculated for each individual site; (vii) any cumulative service credits (a) accrued; (b) recovered; and (c) outstanding for each month; and (viii) how these calculations reconcile with the total value of service credits accrued the figure of £1,800.
Minister for Infrastructure: The issue you have raised is an operational matter for NI Water; however, I have sought the required information.
NI Water has advised my department that:
Contractor completion reports were monitored throughout the contract period. Formal KPI measurement arrangements were implemented from April 2026.

Two.
The Service Credit mechanism commenced in April 2026. For the purposes of KPI measurement and application of Service Credits, the KPI 1 assessment was undertaken on a per-circuit basis. Applying this methodology produced an equivalent outcome of two failed sites under the current contractual calculation.
The Service Credit calculation for KPI 1 was based on four weeks (or part weeks) from April 2026.
For KPI 1, the assessment equated to two failed sites. Applying the contractual Service Credit of £50 per site per week resulted in a Service Credit of £400.
